Flood forecasting is the main foundation of flood controlling and decision. It is considered as an important non-structural measure on the flood control and mitigation. In paper, a lot of analyses and researches have been done mainly on several key technologies in flood forecasting, including: the basin information collection, the application of modelbase, basin topology analysis, construction of flood forecasting scheme, calibration of model parameters. Base on those analyses, an effective method is presented to solve relative problems and build universal flood forecasting system frame.With the GIS platform, the paper gets on the study of the basin information collection firstly, and then, based on the application of developing-modelbase, abstraction of hydrological model's components, definition of data interface, definition of data table structure and information exchange between components are solved. The objects in modelbase are analyzed geographically and hydro logically. With objects oriented techniques, some attributes and functions of each object are defined to accomplish the hydrological model class's abstraction. The objects in basin topology and its form of linking have also been analyzed using "graph" and "tree" form to conceptualize the watershed. Base on those studies, technology of flood forecasting scheme construction is explored. Using the scheme objects link and scheme configuration link, the optimal calculation sequence is resolved well. Associated with the manual trial to optimize parameters, the universal model parameters calibration modules have been brought forward. Graph display form and objects function optimization has been used in evaluate parameter for their advantages.Through practical applications, the key techniques focused on in this paper obviously can solve these problems which restrict the universal flood forecasting system founded effectively and efficiently.
