In paper, these key technologies of flood forecasting modelbase, construction of floodforecasting schemes, calibration of model parameters and interactive operatingforecasting is analyzed emphatically and the relevant theories and methods aredeveloped. Meanwhile, a technical system of the universal flood forecasting system isbuilt. The main contents and achievements of this paper may be summarized asfollows:(l)Based on the technology of software reuse, software component and systemdevelopment model, the paper presents repression form and system function to studyuniversal flood forecasting system.(2)Study and present a set of unified standard data interface and management systemto found flood forecasting modelbase, which possesses the basic characteristics ofsoftware reuse,independence,unification and expansion.(3)Study and summarize all its independent characteristics of flood forecastingscheme, present the management system of forecasting scheme, indicate theconstruction of flood forecasting scheme maybe finished easily and quickly based onman-machine interface.(4)Study and present the standard data interface between coupling mechanism ofmodel parameters calibration with optimization algorithms, carry out the automaticoptimization function between models and parameters by model parameterscalibration coupling the manual trail and error with the automatic optimizationtechnique.(5)Study and present all kinds of man-machine interactive interface in the process ofmanual flood forecasting, provide conditions to fully exert forecaster's knowledgeand experience, to quicken the speed of forecasting analysis and to promote thequality of forecasting production.(6)Develop the elastic technique based on the good-fitting technique, the cubicinterpolation technique to carry out the function of dragging freely the revised parts inthe hydrograph by mouse to complete data modification, which is more advanced thanthe relevant technique in advanced NWSRFS by USA.(7)Stress that based on the key technology frames mentioned in this paper, theNational Flood Forecasting System has been developed and applied successfully to 18kinds of hydrologic sectors in both Ministry of Water Resources, and provinces,autonomous regions and municipalities under Central Government to improvesignificantly the modernization level of hydrological information and forecasting inwhole country and provide a great deal of flood forecasting achievements with longlead time and high accuracy to the flood control and decision-making sectors in recentyears.
