With the increase of internal expressway mileage, the higher requirement at the traffic capacity and service quality of expressway is brought forward. As the means to realize the mentioned above requirement, the monitor and control system of expressway suffers more concerning by people. Mean While, the development of intelligent traffic transport technology has also provided the conditions for the construction of the expressway monitor and control system.By giving demand analysis and overall design of Shandong expressway project, the thesis has put forward a four-layered realization model of provincial level expressway monitor and control system, and recounted the specific realizing methods and techniques of an expressway monitor and control system in Shandong province, which is based on this model.Main work done in the process of system developing is as follows:1. Put forward a model and framework of a provincial level expressway monitor and control system;2 . Develop and work out the expressway general outfield equipment communication protocol(EGOECP), which unifies various outfield equipment communication protocol interfaces;3. Develop the data collecting module and outfield equipment control module on the basis of EGOECP;4. Accomplish the drawing of part- and full-range electronic map and other various operations by applying the platform Mapinfo Professional and developing component MapX of GIS;5. Study the application of the InforBus, which is a distribution object middleware product based on CORBA, and develop the distribution data transmission system with it, to reduce the developing complexity of distribution software;6. Implement a provincial level expressway monitor and control information system.Building such a system can modernize and informationize the administration of expressway network in Shandong province, bring its operational capacity into full play, and achieving the objectives of increasing the social benefit and promoting the economic development of Shandong province.
