According to the concept of power quality, the importance of power quality and the significant meaning of power quality evaluation are disserted, the meaning of study on the power quality evaluation is also disserted in the power market in the first part. The paper compares the advantages and disadvantages of the two universal methods applied to power quality evaluation -- probability and fuzzy theory. On the basic of the two methods, a new method which can performs synthetic appraisal of power quality is proposed in the paper. Firstly, the indexes showing an aspect of power quality are respectively evaluated by use of probability and mathematical statistics, the global unitary quantification index of these indexes can be obtained. Secondly, the results obtained from each index unified are unified again by use of fuzzy synthetic appraisal in order to give an objective, overall and unitary quantifica- tion index of power quality. It was put forward to evaluate voltage sags by ASEIsystem. In the second part, different intelligent optimization approaches are compared and the implementation technique of genetic algorithm is presented. In the end, a new transaction mode that has taken the power quality problem into account is presented. As a result, power energy becomes a commodity which would be evaluated a price according with power quality, the method proposed in the paper presents the theoretical foundation for more profit and more equitable operation of power market.
