China Started to put into effect the construction supervision system in project construction field in 1988. Due to limited practice time of only 16 years and otherreasons, people have not fully understood the advantages and importance Of thesupervision system and therefore taken a passive attitude toward introduction of the system Such Situation is hampering the healthy development and carryout of the supervision system. This article tries to expound the importance of construction supervision system for the development of project construction and supervision section from the perspective Of Study on supervisal effects evaluation in proje ctconstruction phase.This article systematically analyzes the features of construction phase supervisal effects; makes comprehensive use of knowledge relating to different subjects anddisciplines; performs qualitative and quantitative work with the Studied object andforwards a dynamic and systematic method of construction phase supervisal effects evaluation, This article further sets up relevant mathematical model to ensure that the evaluation method is scientific, operable and feasible. Starting from, Study on the relationship of supervision object to the supervisal effects evaluation, The writer has determined for the first time in this article the impact of supervision object on the supervisal effects evaluation and described how to fix supervision obects by setting up mathematical model and using the method of quality and quantity combination.3. Starting from analysis ofsupervision tasks in construction phase, The writer has established for the first time in this article the effects evaluation system and method for quality supervision, schedule supervision, investment supervision, contract supervision, safety supervision and comprehensive supervision, Choices can be made for specific supervision task. 4. Starting from analysis of supervision effects and evaluation purpose, The writer has established in this article the evaluation indicator and method. The supervision effects evaluation indicators and methods have been set up for the fol loWing units and functions: owner, construction unit, supervisory unit and industry (or functional) unit.5. The writer has introduced in this article fuzzy math theory and layer analysis theoiy to the general supervisal effects evaluation in project construction stage, By integration of qualitative and quantitative analysis, the writer has established fuzzy comprehensive evaluation method and weighted score evaluation method with examples to verify the feasibility and operability of such methods.
