Geographical information System(GIS) is a computer system which can input, output, manage, query, analyze and assist decisions. At. present, GiS develops and perfects constantly to 3D directions. 3D GIS exhibits geographical interspace phenomenon to users with solid sculpt technologys. It expresses not only plane relations of special object but also direct relations. In addition, it. is unique to make 3D analyse and operation.South-to-North Water Transfer Project can optimize water resource and solve the short of water in the north area.It is a important and basic project which connects economic sustaining development in 21 century. Digital South-to-North Water Transfer is a new conception. It uses South-to-North Water Transfer Project as basic, the theory of digital earth as support and 3S technology as tools. It joins many data information and realizes 3D GIS.This article designates the important meaning of 3D GIS in South to-North Water Transfer Project. It particularly designs established project and basic flows.The article introduces many functions,such as sight display, data query, surface shape and burrer analysis, calculation of earthwork, analysis of fill and dig, management of paln,design analysis, calculation of object information and distribution. The establishment of 3D GIS is the powerful pledge for application in South-to-North Water Transfer Project.
