The power factor of the electrified railway is low, harmonics percentage composition is relative high. The power and current of traction load always fluctuate. As a big industry power consumer and a big resource of harmonics, the traction substation faces gross problem of reactive-load compensation and harmonics control. The traction substations also are the big contamination resources of the electricity quality of power system. So, it is necessary to monitor the electricity quality indexes of the traction substations. In this paper the domestic electricity quality indexes and foreign electricity quality indexes are analyzed and compared, and the indexes, which adapt for the electrified railway, are put forward.The characteristics of electrified railway traction load are analyzed. A electricity quality monitor system is designed in this paper. The system's hardware is based on DSP, and the upper software is designed in the powerful virtual instrument---Lab windows language. The hardware characteristics are analyzed, and the principles and methods of monitoring those indexes such as voltage, current, power, active power, reactive power, frequency, and harmonics etc, are analyzed.
