With the increasing of marine ship accidents, the assignment for marine search and rescue is becoming more and more important .the chiefly problem we faced is how to found the fast, accurate, economic search and rescue model. By taking advantage of the GIS's capacities of analysis and visual expression on spatial data. The paper develops the system to calculate and display the fates and behaviors of search and rescue at sea.The marine Search and rescue is Based on the ship drifting movement simulation module , but now that many state-of -the art research on marine search and rescue ignores the effect of tidal current for ship drifting ,and it is also easy bring error. Based on the analysis of Ship hull hydrodynamic and environmental moment, and to forecast the dynamic drifting trace of accident ship , the paper develops the ship drifting movement model by using the numerical simulation of tidal current and the wind.the paper collect much more information data correlative with it, develops the ship information databases and search, rescue plan, by connecting with the databases, inquire and show the dynamic ships information on chart, and every ship' particular information, so that we can select the proper ship to carry out the rescue plan.At last, the paper adopts the GIS component (MapX) and an object-oriented Programming (Visual basic) is used to integrate the numerical models and GIS as a software system. With the GIS module, the conversion of projection and coordinate, the formation of calculation grid and isoclines, and other functions such as zooming in and out the electronic sea map , measuring the distance and area, printing the map ,etc, and has the advanced functions such as ship information searching , theme map making , selecting search patterns , ship drifting simulating and so on. In the end, the system is applied to simulate the "Liao Gai5088" happened in Bo Hai .the correspondence between the simulation results and the fact indicates that the system is feasible tosimulate the behaviors of marine search and rescue.
