Because disguise of its mechanism, breaking out is sudden, losses are enormous, the earthquake has become the greatest natural calamity to the mankind. City is a political, economic, cultural centre of one area, if there is no preparation regards preventing as the main purpose, once the city is attacked by the earthquake, the property loss and casualties are very serious. All previous earthquake disasters show that the destruction of the building is a main form in an urban earthquake disaster, and casualties, economic losses are mainly because the building is destroyed. Applying Geographical information system (GIS) to anti-seismic and disaster-prevention, can transfer from static planning to the dynamic management, make contribution for the improvement of the level of disaster-prevention and renewal of the idea. The major content of this paper general state the treatment of the urban plane map and digitized technology related to setting up one city's building GIS of earthquake disaster reduction, such research work as the development of the system, etc. On the foundations of the overall design principle, design object, design method and overall designing technique route, introduce necessary analysis model of the system, explore basic construction of database and methods of the secondary development of this system. Through introducing the treatment of the attribute data and two main ways that obtain space of data, explain design and foundation course of database in detail. The method of secondary development of GIS is the component object oriented model based on COM. Through recommending operation method of ArcObjects, explain the course of development in detail. Through setting-up of the system database and integrating function modules, have formed the information system with dynamic analysis function.
