This paper proposes the research of the circulation water-cool system in Balin petrochemical thermoelectricity enterprise's outdated region, and it brings forward a scheme for the circulation water stabilization, which also has been carried into execution and attains the purpose of using the water best.The thermal equilibrium test was carried out first, using equivalent enthalpy_drop method to calculate the thermodynamic energy equilibrium of the circulating water system, and testing the benefit of the cooling tower at the same time. It is found that the essential causation for the high temperature of the cooling system is that the cooling tower efficiency is too slow, so the coolant is insufficient and the falling degree of the circulating water is insufficient. What's more, the reform measure to increase the cooling tower's efficiency is also brought forward and put into practical operation, which shows good results and attain the demand of closed loop.Based on the thermal equilibrium test, a complete water balance test is also carried out. The cause of the problem is discovered through the analysis of the testing result. And then the corresponding method is brought into effect to optimize the circulation water-cool system of petrochemical thermoelectricity enterprise's outdated region, in order to make the circulating water system attain water balance, and avoid its overflow.When the circulating water system forms closed loop circulating system, the water turbidity comes up, the algae fungus grows more quickly, the smudgy in the heat exchanger also develops much faster, and at the same time the corruption under the smudgy expedite. As a result, it brings much difficulty for the system's safety stability and prevents the system's normal proceeding. Through the analysis of four factors for smudgy, namely the liquid's speed, the liquid's temperature, the heat exchanger's parameters and the liquid's properties, we come to conclusion that chemical process is most efficient method to avoid smudgy of all.Based on the definition of concentrated multiple K, the relation between concentrated multiple K and the dirt discharge of the circulating water is analyze, so the relation between the circulating water complementarity and the concentrated multiple K is gained: when the concentrated multiple K increases, the effect of saving water decrease continually and the water quality deteriorate faster; when the concentrated multiple K decreases, the circulating water resource wastes enormously.
