Now the ultimate limit states design method base on reliability has been used in many engineering regions, it replaces the assurance factor with reliability to evaluate structure's security. Contrasting to the assurance coefficient design method, the ultimate limit states design method is a great technical progress because it make different structure's reliability could been compared. In the past 40 years, our country have constituted a series of hydraulic engineering design specifications which base on the reliability theory and the engineering experience .In 1994's, our country issued Unified Design Standard for Reliability of Hydraulic Engineering Structures, it unified the basal principle of hydraulic engineering structure design and accelerate the constitution of new system in hydraulic engineering region.Today, the assurance coefficient design method and the ultimate limit states design method are putting in practice at the same time in hydraulic engineering region. But as an advanced theory, the ultimate limit states design method will substitute for the used one in the future. Many sluices have been built in our country. They were all designed by using assurance coefficient method and not considered the variability of acting force and material. With the perfection of sluice design theory and the innovation of structure model, It is necessary to replace the used method with reliability theory.According to the regulation by Unified Design Standard for Reliability ofHydraulic Engineering Structures, this paper combines the study of sluice anti-sliding target reliability index J5r with the topic of Design Specification for Sluice revision which base on the ultimate limit states design method. First ,this paper examines 9 sluices' safety factor ,and make use of two structure optimization method to calculate sluice's anti-sliding reliability index, then draw a conclusion that the sluice's safety class is I, II and III, corresponding anti-sliding target reliability index is 3.9, 3.4 and 2.9, base on these results, calculates the partial factors and examines yd by using separated function. The reports which I have found indicated is the first time by using Calibration Method to obtain (5r and yd. The research results are valuable and extending application to the revision of Design Specification for Sluice by using partial factors ultimate limit states design method.As far as the question that main random variables' distribution patterns are various especially when lognormal distribution and normal distribution are both accepted is concered, this paper analyzes the relation between reliability index and parameter of distribution ulteriorly. The results indicate that shear parameter is closest to the reliability index. The reliability index is more when the resisting force's distribution are normal distribution than when resisting force are lognormal distribution. The acting force's calculation results are opposite.
