Single safety coefficient method is still the design criterion of sluice engineering structure design presently. It count the various load, structure dimension, material feature, etc to be certainty factor, and solve the safety problem caused by various uncertainty factor through a summary safety coefficient. Obviously, the method can't reflect sluice engineering quantitative and scientificly, because it ignore the objective variability of water pressure, boundary condition, material feature and geometrical parameter. Limit state method based on reliability theory can yet overcome the disadvantage, and make the engineering structure design be more scientific and reasonable. In the field of foreign civil engineering, many countries of Europe and American had revised the specialty design criterions according to reliability theory and had put into effect. Since 1985 in China, the correlative design specifications in ministries of construction, railways, communications, energy and water conservancy had already or are going to been revised according to partial factors limit state method. Some correlative criterions or specifications in hydroelectricity field had been promulgated, such as Design Specification for Hydraulic Concrete Structure (SL/T 191-96), Specifications for seismic design of Hydraulic Structures (SL203-97), Specifications for load design of Hydraulic Structures (DL5077-1997), Design specifications for concrete gravity dams(DL5108-1999). Design specifications for concrete arch dam is being revised with the design criteria of partial safety coefficients limit state. Under the condition of the technique and theory of sluice design and construction are continuous accumulated and gradually consummated, it is quite necessary for sluice to be designed with partial coefficients limit state method of reliability theory through revising. The theme in this article was selected according to sluice structure partial coefficients revision study of Design specification for sluice. Following Unified design standard for reliability or hydraulic engineering structures(GB 50199-94), this article had abstracted the statistical character of sluice resisting force parameter in soil and rock foundation and the ultimate state expression such as stability against sliding of sluice, stability against floating of sluice, bearing capacity of foundation, etc based on a lot of domestic and overseas consulted article, and mainly study on partial coefficients of material feature and structural coefficient, beside, it systematically extract the formula of the ultimate limit state and partial coefficients in sluice structure design for the first time .it's rationality was verified through nine sluice engineering in Sichuan province, and it is valuable in practical applications and directive for the revision of Design specification for sluice. Main research findings: (1) Study on soil and rock foundation shear strength statistical character in sluice. This article had abstracted it's statistical parameter and distribution regularity through consulting lots of domestic and overseas articles and testing data. (2) Study on limit state of the stability against sliding of sluice and partial coefficients in soil and rock foundation. According to the formula of stability against sliding of sluice in present specification, the article had set up correlative equation of ultimate limit state, study was put emphases on partial coefficient of material feature and structural coefficient and correlative findings were achieved. (3) Study on limit state of bearing capacity and and partial coefficients in soil and rock foundation. According to the requirements of bearing capacity in present specification, correlative ultimate limit state equation was set up, and the partial coefficient of material feature and structural coefficient was achieved. (4) Study on limit state of stability against floating in sluice and partial coefficients, the correlative structural coefficient was achieved. (5) Study on limit state of wing wall stability against overturn in rock foundation and partial coefficients, the correlative structural coefficient was achieved. (6) Preliminary Discuss of sluice system reliability. It is proved that the system reliability index of sluice is biggish.
