There are the problems of "pump emptiness" and "evacuation" in rocker pumping unit during petroleum exploitation of the metaphase or anaphase wells. So a neural network for system model and optimization based on genetic algorithm for system optimization is presented to compute the best run time and stop time, and the oil system is optimized.LMBP is widely used because of its high-speed convergence. The paper constructs the neural network model of oil well system based on this algorithm, and effects it with object-oriented programming. In respect of optimization, the paper adopts genetic algorithm which has a capability of global search, and adopts float code in place of binary code. The organic combination between two algorithms is core of this system, and the purpose is to compute the run time and stop time, to make the comprehension reaching best.The whole system is composed of flow sensor and interim controller. The oil's flow as a input parameter of modeling needs collected and computed, and the paper adopts the method of charge transfer to compute the capacitance of the sensor, and compute the oil's flow with the help of spacing switch which is fixed on the crankshaft of rocker pumping unit. The paper uses LPC2210 as system CPU, which has a lot of inside peripherals like real-time clock and catch-match block to make the design simply. In software design, the paper uses μC/OS-Ⅱ as the operate system. This system has some auxiliary functions such as displaying the curve of power factor, auto switching the link of the electromotor according as the change of the load. This system has the functions of current protection, phase-less protection. In order to send the data to monitor center, it has 232 for network with the help of GSM block.
