With the realization of the 'Transmit Electric Power from the Western China to the Eastern China'stratagem and the gradual construction of the Chinese united power system, our power system will become bigger and bigger, its structure and operation mode will become even more complex. As a result, different kinds of difficulties will present to the operation and the control of such complex power system. The occurrence of the serious accidents in power system all over the world shows that the traditional power system monitory and control system which is based on the asynchronous mode will not be adequate. People are looking forward to seeing the appearance of more powerful and more advanced power system synchronized time processing system, so that the problems which have long puzzled the safety and reliable operation of the power system can be solved. This thesis aims to setup a uniform high precise synchronous timing system to meet this requirement for future power system operation. The current situation of the researches on the synchronous timing system in power system is summarized in the thesis at first. Then, the thesis discusses the function and the performance of the synchronous time system in power system. The synchronous timing system presented in this paper makes use of the GPS(Global Positioning System), the OCXO (Oven Controlled Crystals Oscillator) and the power system communication network. The system is realized in a double standby redundant form. Time synchronous device based on the GPS is the core part of the time synchronous processing system. It provides the system with the synchronous timing signal. To improve the accuracy and stability of the synchronous timer in the GPS receiver, system error is analyzed. Then, this thesis presents a new method to implement a highly accurate and stable clock by synchronizing the crystal oscillator clock with the GPS clock, which is based on the complement of the errors between GPS and crystal oscillator. The implementation of both the hardware and the software for the GPS based Time Synchronous Device is also given in the thesis. As an example of utilizing the developed device, it is used in the "Hunan Power System Operation State GPS Synchronized Monitory System". The overall system is in a testing operation stage. Details of the application background, the system configuration, the implementation of the monitory system are all given in the thesis.
