With the rapid development of the economy in our country, the transportation has made great progress, and the highway mileage has been increasing fast. However, the increasing vehicles which exceed the weight limits have done great damage to the pavements and bridges. According to the experience in highway construction in other countries, if this situation can't be controlled effectively as soon as possible, the lifespan of these roads and bridges will be greatly shortened, which will cause a huge waste in investment. Luckily the government has begun to attach great importance to this urgent problem and the Ministry of Communications has issued the Management Regulations on the Vehicles Exceeding Weight Limits on April 1st, 2000. Luckily, the weigh-in-motion system can recognize the overloaded vehicles running on the road in normal speed and punish the overloaded vehicles to control the mount of the overloaded .vehicles on high-road effectively. In order to improve the roads maintenance, it has become a very important task to develop an accurate, complete and practical weigh-in-motion system to meet the needs of the traffic controllers.This paper primarily made some research on how to deal with the data collected from the weigh-in-motion system and how to develop the low-speed weighing software and the overloaded management software.The following is the main idea of the paper:Firstly, this paper discusses the damage, caused by overloaded vehicles, to high-road, traffic safe, transportation marketing, environment nearby, national economy and so on. Then this paper introduces the makeup of the weigh-in-motion system, and emphasizes on the Weigh-in-motion system developed by PAT company in German. This paper describes the performance parameters, the composing, and the installation of the high-speed weighing system and the low-speed weighing system respectively.Secondly, this paper analyzes the basic interferential factors which will decrease the precision when weighing the running vehicles. In this paper, chiefly, Wavelet theory is used to eliminate the high frequency interference in the data and different methods are used to deal with the data based on the different speed of the running vehicles: low-speed, mid-speed, and high-speed. At last, this paper provides the error analysis on the emulation results about the data.Finally, this paper introduces the design and development of the low-speed weighing software and the overloaded management software using C++ Builder and Interbase database. The software provide favorable man-machine interface and design many tables such as Vehicles report without punishment, evidence save bill and punishment execution report.
