Protection of the highway safety were rapidly developed following the highway construction. However, the phenomenon of over loading and over-limit becomes more common than ever before. The increasing vehicles which exceed the weights limits have done great damage to the pavements, caused a serious impact on the management of the traffic safety and broke the order of transport market. It is necessary to control the overload and over-limit vehicles by an effective vehicles measure method. The method of over-limit detection has always been the static weighting method. As the high speed development of traffic volume, the traditional static weighting method is unable to satisfy the requirements on efficiency and cost. Meanwhile, based on shorter operation cycle, higher efficiency and lower cost, the weigh-in-motion method has become the mainstream of the overload detection system. The paper constructs a weigh-in-motion pre-screening system of vehicle with highly intelligent, which is based on weigh-in-motion. The system not only reduces the intensity of the workers, but also divert the vehicles effectively.In this paper, what first introduced is the damage to the highway caused by overloaded vehicles and the present development of weigh-in-motion system in and abroad, and compared the differences of the traditional overload detection station and a new type of overload detection station, then this paper demonstrated the advantages in detective efficiency and laboring intensity with use of vehicles dynamic weighing pre-screening system on the basis of the traditional detection station.The paper also researched several signal processing algorithms on the dynamic weighing. Secondly, analyse the basic algorithm of weigh-in-motion, and extended Kalman filter algorithm in the weight-in-motion. Finally, the paper focuses on the design of hardware structure and software module of the system. In this paper, building the hardware platform of the system based on system integration.The hardware platform of the system consist of master module, license plate recognition algorithm module(LPR), I/O module, data acquisition module, overload guide module and overrun detection station. With C++ language as a software design language and Visual C++6.0 as the prospects of development tools, the paper, based on hardware structure, designed and developed a set of stable software system which implement the control of the hardware equipment, data acquisition, data processing, data display, data communication, data storage and other functions.Under actual conditions, a large number of test experiments for vehicle weigh-in-motion pre-screening system have been done and the results show that error rate of the pre-screening system remained at around 5%, verifying the feasibility of the pre-screening system.The weigh-in-motion pre-screening system of vehicle has been used in a lot of over-limit detection, and its results complyed with the requirements which achieved the expected goal.
