With the unceasing advance of bridge design theory and construction technology, great progress of bridge span has been made continuously, and structure style also becomes complex day by day .The inspection and assessment work of bridge in lifeline project is particularly necessary and urgent.Since long span bridges own increasingly important status in traffic transportation, to establish suitable bridge comprehensive inspection and assessment system becomes a focus research of bridge circle. This paper takes Wenhui bridge as background in Hangzhou, and bases on the feature of long span PC cable-stayed bridge. Health monitoring and assessment management system of Wenhui bridge is developed on Windows system by combining modern sensor, communication, structure testing, structure analysis and software developing technology.Function frame and monitoring database design of health monitoring and assessment management system of long span prestressed concrete cable-stayed bridge have been researched after demand analysis. And object oriented programming method has been adopted to develop the bridge condition assessment program. After analysing the insufficient of the index grade assessment method, assessing algorithm for accelerating influence of the degradation of the bridge inspection indexes is presented. The presented method has some advantage, such as uniform standard, clear concept, easy calculation and less requisite parameters.According to the problem in cable tension monitoring that the damper set on cable will reduce the accuracy of cable tension measurement, an improved amendatory method is presented to identify the computational cable length through the theoretical cable tension.
