For adapting to rapid development of Hangzhou urban construction, speeding up urban infrastructure construction, improving investment environment in Hangzhou and giving full play to integrated function of the city, there is no time to delay to build up large bridge or tunnel across Qiantang river and improve urban transport network so as to fundamentally solve traffic problem in Hangzhou. Project pre-feasibility analysis, a crucial part of bridge and tunnel preparatory work construction, often becomes a controlling factor of a project. Currently, established accesses of Qiantang River have no bridge and tunnel comparison. This paper made deep investigation and research on established bridges of Qiantang river, introduced status quo of bridge and tunnel home and aboard and proposed necessity of bridge and tunnel program comparison toward Qingchun road river accesses.The paper briefly described approaches of technique & economy comparative analysis on bridge and tunnel alternative scheme as well as theories and methods of national economy evaluation and respectively discussed on technical characteristics of bridge engineering as well as tunnel engineering. On the basis of theoretical research, the paper made empirical research toward technique & economy comparison of Qingchun Road bridge and tunnel river access project. Considering construction conditions of Qiangtang river bridge site, the paper studied on project engineering investigations, engineering sections hydrological conditions, construction site seismic safety evaluation, made traffic prediction and asccrtained the size of the project.This paper ascertained bridge plan and tunnel plan through selection. First it made investment national economy evaluation for the selected bridge and tunnel plans. The two plans were feasible from national economy aspect, but the bridge plan got a better result on national economy evaluation. Then from technical characteristics comparison toward geological adaptability, city planning coordination, aviation andshipping impact, climatic condition adaptability, maintenance and operation input costs, plan implementation feasibility, etc., tunnel plan surpassed the bridge plan..After communication with the decision-making departments, they decided to adopt tunnel plan for Qingchun Road river access. The paper proposed to make more specific investment and discussion on subjects like project investigation and river section hydrology in next phase of specific feasibility research. As tunnel IRR was comparatively lower than bridge plan in national economic evaluation, it is recommended to elevate national economy benefit through program optimization and revise on related technique index in specific feasibility research phase.. Moreover, the author suggested that it should be consigned to relevant S & R departments for risk estimation if condition permitted.The paper, in which stated technical and economical comparison analysis on relevant bridge and tunnel plan selection, is hoped to plays a certain reference and guidance role for other similar river accesses, especially for Qiantang river access plan selection. Build up bridge or tunnel or both bridge and tunnel if it is fitted for. The conclusion that The conclusion of plan selection in this paper also provided a certain scientific basis for project implementation, construction and operation of this project.
