China is the country that a water resource extremely runs short and the distribution is out of balance seriously, as a result whether the normal water use demand of each area and each segment can be fulfilled, and the water resource in the reasonable distribution on the timespace can be carried out, relates to harmonious development of community, economy and resource of the area. Currently in the research of water resource arrangement, scholars mainly study how to reckon schemes of arrangement with reasonable water resource through the mathematics-economic models, but the follow-up appraisal research of the arrangement schemes is few.South-to-North Water Transferring Project (Dongping Lake to Jinan zone ) is in Jiaodong area of Shandong province, its main task is to transfix the transmission line from Dongping Lake to Jinan city, alleviating the water supply hazard of Jinan city, laying a foundation of establishment of the project in Jiaodong zone, providing transferring water of Changjiang water of Zibo, Weifang, Qingdao, Yantai and Weihai city in Jiaodong area. Based on "South-to-North Water Transferring Project(east line)water resources rational allocation expert decision support system", this thesis takes the water resource arrangement scheme as a research object, putting forward an integrated arrangement scheme appraisal system including indexes, weights and decision model, and designs corresponding expert system. The main research contents include:(1) Mainly aiming at general situation and the local economic and entironment of South-to-North Water Transferring Project (zone in Shandong), this thesis puts forward appraisal indexes of the arrangement scheme, and calculates the weights of indexes through AHP.(2)This thesis studies the basic theories and calculated approaches to estimate the water resource arrangement scheme through Date Envelopmental Analysis, Gray Correlation Analysis and Fuzzy Multi-Object Selection, and compares results of above methods through arrangement schemes of South-to-North Water Transferring Project (zone in Shandong). It is found that Date Envelopmental Analysis can filter arrangement schemes at first, and Gray Correlation Analysis and Fuzzy Multi-Object Selection can evaluate arrangement schemes ulteriorly, according to analysis of arrangement schemes, the result of Fuzzy Multi-ObjectSelection is more scientific and rational.(3) Using fuzzy multi-object selection model as the hard core, according to relevant theories of expert system, this thesis designs a certain embryo water resource arrangement scheme appraisal expert system software, which makes the theories apply in practice.
