Various data relating to national economy development and water resources assessment such as precipitation, evaporation, runoff, sediment, ground water, water quality, water draft and utilization was collected for Fuxin area in this assessment. Incomplete data has been preprocessed by using interpolation and extension, analysis of rationality, consistency and reliability has been done on the whole hydrologic data.Surface water and ground water resources assessment was performed respectively by natural and administrative basin, detailed calculation was performed based on "A Guide To Water Resources Assessment" SL/T238-1999 by using some new techniques. For example, Mapinfo was used to calculate basin area and mathematic calculation was done by using Matlab, while for the convenience of calculation and statistics some programs were done by using VB and VBA, which made the whole procedure from collecting data to making the report cost not so much time.The same as water resources assessment, water resources quality assessment was also performed for surface water, groundwater, water reservoir and trash port, observed items for some water body, water draft and trash port are irregular, while scientific and accurate assessment has been performed for Fuxin area by three times' (according to the rule of low water period, normal water period and high water period) sampling analysis.In Fuxin area, water resources is rare while ore resources is abundant, there will be space after mining, which leads to water effusing, how to utilize the water resource effectively has some effect on resolving water resources raring problem. Exploitation and utilization of mine water has a good perspective. Water effusing quantity of mine influences of two factors: one is exploitation space of mine, the other is replenishment condition such as precipitation, which is a stochastic factor. Available water resources of mine under designed firm probability can be obtained by separating these two factors using small data.
