As the trend of the development of transportation in the 21st Century, the Intelligent Transportation System is being paid great attention extensively all over the world. As the main part of research into Intelligent Transportation System, it is meaningfully important to study Traffic Flow theory. Both modeling and simulating the traffic flow are principal methods. For the research of traffic flow, models are basis of simulation;meanwhile, simulation carries out the realization of models. They are major objectives of this research.First, the concept of ITS, and development of the traffic simulation in China and foreign countries has been introduced. Several typical mathematical models of fluid dynamics of traffic-flow are presented as well as analyzed and compared with each other. At the same time, several equations of speed-density and flow-density have been specified.Then, started from microscopic car-following model, a macroscopic traffic flow dynamics model has been deduced by using mathematical methods. And the discrete format of the dynamics model has been presented. Throughout two numerical simulation examples, which show that the model can preferably simulate the real traffic process, including the leading course after traffic jam happened in some road section.Based on the single section of highway, the traffic flow simulation core model of the "well" road net has been established. Numerical simulation example shows that the model can preferably simulate the traffic flow running instance of whole "well" road that combined with signal control parameters.At last, based on the traffic flow simulated model, the macroscopic traffic flow simulation software has been developed by using C++ Builder.
