Life Cycle Cost Management Research In ILS Under CALS System

Along with global integrative economic and fast developed high tech in the modern society, equipment systems become more and more complex. How to balance cost, performance, schedule and supportability of equipment system through its life cycle is the key of equipment system life cycle. In order to solve this problem, DOD (Department of Defense) advanced stratagem CALS (continuous acquisition and life-cycle support). It used information technology to control and manage all information more effectively on the subject of main equipment, ILS and continuous acquisition through equipment system life cycle. In this paper, we have attained several fruits as below:1. After analyzing board meanings of Equipment System and Integrated Logistics Support system, we studied the definition and development of CALS as well as oversea CALS system. A four-layer CALS system is put forward, and this CALS system bases on information foundation layer, standard layer and exchange layer through equipment life cycle. At the same time main equipment, ILS and continuous acquisition are the main contents of CALS system;2. After researching the elements of ILS and supportability engineering, we summed up the scope and contents of ILS, advanced an ILS Function Structure Tree and perfected CALS system mentioned above;3. We research Life Cycle Cost (LCC) Analysis and Management, which is chief matter of ILS function Structure. Including the distribution of LCC, cost breakdown structure (CBS), LCC compute and its analysis, We also give a way to achieve CBS and build four cost cell compute models (engineering compute model, expert compute model, analogy compute model and parameter compute model) plus LCC compute model;4. According to the research of Life Cycle Cost (LCC) Analysis and Management mentioned above, we have designed a Life Cycle Cost (LCC) Analysis andManagement prototype system.
