Study On The Planning Of The Urban Ecological Park That Base On Protection Of The Ecological Sensitive District

Urban is one of the most complex types of the ecosystem. With rapid urbanism, more and more ecological crisis now has been the "bottleneck"that restrict the development of cities. So it has been one of the major subjects of urban planning research to study the environmental and ecological problem in order to find the countermeasures to enhance the quality of urban environment and accelerate the sustainable development. This paper focuses on the planning of the urban ecological parks that base on the protection of the ecological sensitive districts. Such practice arised in recent years in the developed South-East coastland of China .The paper disserts its basic theory: Urban ecology, environmental economics, urban sociology and the theory of development of urban exterior space. The author defines interrelated conception and point out the ecological park is one of the sustainable development models of exploitation of the urban exterior space in the progress of rapid urbanism and suburbanism. Its main value is the function of the ecosystem's service that shows off the benefits of external economies. The paper expounds the society background in the transformation period and advocates efficiency and impartiality should be both taked into account when the planning of the park is carried out. The author creates the conception of "start-point"which indicates the essential social and economic conditions that make the planning possible and then discusses the planning control when the requirement was not mature. The paper brings forward the three main aspects of the planning: ecosystem restoration, industry supersession and the social restructuring. And then it particularly analyses the typical case of Whenzhou ecological park to summarize the feasible plan method. By the practical study on the mechanism of planning execution, the author deems that the framework of major village and town's being supervised by the administrative committee of the park is workable. Lastly the author lists several similar cases and believes that the planning and the construction of the urban ecological park is the feasible approach to advance the competitiveness of city.
