China is one of the countries where flood and water-logging often happens. By the development of our country's economy, economical loss due to flood and water-logging becomes more and more serious. A kind of real time optimizing and operation model of water-logging drainage which is suitable to be used in river network region is founded by combining with current advanced technology of forecast. The model can make operation decisions in time and truly, make the system at its best and acquires better project benefit and save charge of running. The principal contents of this paper are as follows:(l)The causes and influence of flood and water-logging are analyzed systemly, the necessity of operation of water-logging drainage is demonstrated by decreasing disasters, solving the lack of water resource and some other aspects. Also the principal works and their production of water-logging drainage done by scholars at home and abroad is demonstrated in this paper, the problems existed in the system of water-logging drainage at present are concluded, it is suggusted that the aspect of study of this paper is to analyze and study the system of water-logging drainage on the river network region.(2)The routine models of optimizing and operation of water-logging drainage are introduced and evaluated. Based on the characteristics of water-logging drainage system, the generalized map of the system is analyzed and a kind of model which is suitable to the river network region is employed.(3)The methods of founding of two-layer model of real time optimizing and operation of water-logging drainage are studied, and the two-layer model is founded for the river network region. The flux excluded from the dummy lake is decided in the second layer model, and the manner of flux excluded from the lake is decided in the first layer model. The method of solving of the model is improved, the random method of NN combining with Hopfild NN and simulation anneal calculation is employed in the second layer, method of dynamic planning is employed in the first layer.(4)From the application of the model in the ventral river net of Li-xia he in jiangsu province, through analysis and calculation of the two representative years of big inundation year and middling inundation year, the rationality and precision of the model is verified. The results show that the precision of this model is high, the effect of disaster reduction is better than routine models and it is easy enough to be carried out. So it is able to give reference to the decision-makers in similar areas.
