With the development of economic, expanding of city, increasing of demand and the advancing of water extension, the huge investment and management cost. Optimal rehabilitation technology not only can enrich pipe network design content, but also enhance the application level of new technology , all of these have the important practical significance.Status analyze is the important foundation of the rehabilitation. The paper narrated the theories and steps of water network status analyze. This paper proposes compute and analysis system of water supply networks' operating model and function of this system and all functional modules are expatiated. It settled base of optimal rehabilitation and expansion.Using the grey BP nervous network, this paper, beginning with the practical situation of rehabilitation and expansion in large-scale pipe networks of WeiHai, constructed the grey BP nervous network water consumption forecast model. This model can increase precision of grey model with a few data, which is proved by practice through MATLAB.On the basis of analyzing spot survey method of resistance-coefficient and its influence to water supply networks dynamic simulation, mathematics model of value C about different pipe-age and pipe-diameter is ascertained through grey linear programming. Value C ascertainment for an area of WeiHai water supply networks systems system is finished.This paper made analysis of techno-economy adopting a new formula of the pipeline's cost by DATERFIT and genetic algorithm, according to water supply networks optimal characteristics. According to this, this paper established water distribution systems rehabilitation and expansion model, along with the studying of technique economy for optimal rehabilitation and expansion.Combining optimal theories, techno-economy theories and computer technique, this paper settled the diameters of pipe lines of rehabilitation and expansion for an areaof WeiHai water distribution systems. This result was proved to be feasible and applied, by way of the practice of real project.
