Emission control policies and regulations of coal-fired power plants not only relate toprotect the environment and the natural resources efficiently, but also it is very important forintending configuration of power supply and development of power market. At present allarea power markets on the stocks in our country calculate environmentally friendly pricingsolution for coal-fired power plants, but it is ineffectual to adopt this policy and currentenvironmentally friendly pricing solution to emission control of coal-fired power plants, theresearch of this domain in our country should be more embedded.This paper bases on both the emission trading experiences and lessons of some countrieslucubrated, proceeded with active the sulfur dioxide emission control policies and regulationsof coal-fired power plants in our country, to propose several combined modes ofenvironmental supervisory policy. Based on the analysis of researches on pollutant emissiontrading, to establish a theoretical model of SO2 emission trading system of coal-fired powerplants, and some opinions explored:the choice of methods of initial allocation of SO2emission allowances;pricing of SO2 emission rights and the penalty of get out of emissionline. Based on the theories of pollutant emission trading, to design a model of handling costfor coal-fired power plants, and the results analysis indicate that the proposed formulas arelogical and feasible in this paper.
