To solve the global and real-time voltage and reactive power control problems, thispaper analyzes the effects of the transformer tap and shunt capacitor on bus voltage inradiate power grid under hierarchical control of electric power system dispatch, andaccounts for the relative independence of voltage and reactive power dispatching inspace and time. Then the voltage and reactive power dispatch multi-agent system modelbased on sub-area division is proposed. According to this model, a multi-agent system isestablished which is used in regional power grid composed of some substations. And theMAS operational strategy is studied in detail. The simulation of a regional powernetwork shows this MAS system can give rational and viable control strategy, achievegood 10kV bus voltage level, avoid the frequent operation of control devices, and reducethe power loss.
