The research on City Planning depends on the knowledge of multiple sciences and applies the theories and methods of other areas. In the 1980s, the idea of stakeholder was introduced into the city planning and construction area from management science. The research made by both Chinese and overseas city planners and administers has shown the great value of the theories and methods of stakeholder to city planning and construction. Today, China is in a state of economic and political transformation. The pace of urbanization is getting fast. There are many stakeholders related to city planning and construction. Moreover, they have different and changing goals. It needs the researchers to study and summary the practices of city planning and construction on how to fully respect and reflect the interests of all stakeholders, how to integrate their reasonable demands, and how to protect public interests in city planning and construction so as to maintain the fairness and efficiency for the city' s sustainable development. Therefore, the paper analyzes the four stakeholders in the city planning currently and discusses their missions, minds, behaviors characters and consequent results in city planning and construction. In the end, the paper suggests a mechanism for balancing their interests in city planning.
