The intention of this paper is to research the decision-making method of the earlier stage in transmission project construction system.In order to adapt to the continuous change of market economy and to aim at the proper periods of transmission project construction,based on the automation theory, it is necessary to take the whole network control as an object and shorten the assessment of the adequacy of the electric system for a one-year period to half-a-year period in response to the rapid change of the soceity's need in electric energy.A proposal to preliminary feasibility study is a basis on transmission network planning technique principles.It is appropriate to choose a scheme by judging a threshold in the yearly mean load-capacity raito, linking up with the under construction project and the distant prospects.This makes the criterion of choosing a scheme more impersonal, and it also makes the decision-making in the quantitative and scientific ways.The definition of energy-torque is given in this article.After confirming the project, a choice of subordinate substation is made for the existing power substation based on the energy-torque. The coordinate of the new power substation is calculated by the position and the supply energy of the substation which has a maximum energy-torque and its neighbour.A detailed description is given of how to form a polygon that determines the substation location. It is proper to select the substation location near the polygon combining the present and future condition of the land.The schemes on all locations of the new substation is analysed and evaluated by AHP,which is often used in MCDM.Three ways i.e. SAW/TOPSIS/MFE are used to making the decision.
