According to the related research, as the main body of traffic system, people are the source factor inducing the accident, and the number of accidents caused by people is 74% of the total number, while the number of accident caused by driver group whose driving age is no more than three years is 24% of the total number according to the recent years' data from ministry of public security. Therefore, scientific and objective motor vehicle driver testing system is an important guarantee from the source to restrain accident from increasing.To begin with, based on the analysis of current testing methods of motor vehicle driver and investigation into testing and training mechanism and combined with the traffic accident cause distribution, the paper adopts system engineering approach to establish the evaluation system for testing;furthermore, the paper designs and realizes the data interface between testing system and driving management system on the basis of analysing driving management system;last, the paper designs the integrated scheme of testing system grounded on analysis of testing methods of ministry of public security and investigation into current testing system, and further designs and realizes the motor vehicle driver testing system which integrates non-paper examination, computer-monitoring driving license examination, computer-monitoring road surface diagnosis system and video monitoring system into a whole making use of techniques such as advanced computer network, non-hard disc operating system, database, multimedia processing, data transimission, sensor and so on.At last, the paper briefly summarizes the results and innovation of this testing system, and provides several suggestions to remedy the deficiencies of current motor vehicle driver testing methods.
