| The over speed is one of most serious road traffic illegal activities, is the main reason to create the road traffic accident, has created massive loss for humanity's life and health and the property. Consequently, it is much vital to research how to control the speed of motor vehicle and how to maintain safety speed in order to prevent over speed.This paper research the action models in the process of driving motor vehicle , the influence factors of the running safety speed and the process of driving beyond the speed limit. Because of the wrong in the stage of the collection , analyzing of the transportation information and the executing, the driver doesn't correct it in time ,and so ,the driver drive the vehicle beyond the speed limit. The paper analyses the reason and the damage that the motor runs over speed, the problem which the maxi-speed and mini-speed is regulated in the traffic law, the paper proposes that the running speed regulation should be modified in the traffic safety law. The paper research the advantage and shortcoming of all kinds of the identification ways on the motor running speed. According to the dynamics theory, the mathematic model is built on the calculating the running speed in the road traffic accident. It is pointed out in this paper that the running speed should be calculated in deferent parameter repeatedly which the calculating result accord with the other proves. It is analyzed in this paper that the programmer and the attention to identify the motor over speed.It is pointed out the precaution of driving beyond the speed limit must be systematization in the paper. The paper analyses the organization system and their duty of the precaution of driving beyond the speed limit. The paper analyses all kinds of the precaution measure on over speed in detail. This paper has the directive function in building the organization agents of taking precautions against the over speed and in preventing the over speed.
