The high temperature superconducting (HTS) materials are considered to be the prospective materials for practical application in the weak electronics field and strong electronics field. The superconducting thin films can be firstly applied in microelectronics devices. The superconducting target materials which are the sputtering source of thin films are very important to preparing high grade superconducting thin films. They directly affect the thin films in quality and application. Generally speaking, the better performance the target materials have, the more the thin films have. With the deepening study of the HTS thin films, the trend that small area thin films develop towards large ones has severe request for HTS materials in the following aspects, such as their ingredient, purity, equality together with their deformation, flatness. So to meet above requirements, proper preparing technics must be adopted.In the paper, the superconductivity of superconducting materials and the characters of HTS were studied. The HTS target materials were prepared by sol-gel method, and their characteristics were studied. A set of optimizing preparation overall technique and corresponding technical route were summarized. The superconducting powers by sol-gel method were compared with the ones by solid-state reaction.The good properties target materials which diameter was 60 micrometer, thickness was about 3 to 5 micrometer, density no less than 4.7 g/cm~3,flatness no more than 0.1 micrometer, parallelism no more than 0.5 micrometer were prepared, and there were not split layers and crackles in it. The application by 211 institution, proved that the thin films' surface was slick, density was compact, the single phase was good. A high response rate and big signal absolute value can be obtained by the IR detector with the thin films.
