On the basis of the extensive comparison of the contents in Chinese code and several influential foreign codes and the general analysis of the theory of seismic design of RC structure, the deficiencies existing in the seismic design of Chinese RC structures and the weak tache of seismic performance of RC frame structures of different seismic grade designed according to Chinese code are put forward. Based on the results of theoretical analysis and nonlinear dynamic response analysis of typical frames under certain ground motions, the solution of interrelated problem are presented. The work that has been done involves the following aspects:(1) Based on the in-depth analysis and study of the main contents of seismic design of RC structures in codes of the United States, European Community, New Zealand, China and Japan, the similarities and differences of seismic design idea in every codes are put forward.(2) By comparison of seismic base shear in codes of the United States, European Community, New Zealand, China and Japan under the condition that the peak value acceleration of ground shake is the same, it is presented that while the earthquake-action-reduction factor R in Chinese code is 2.82, but due to the difference of the basic shape of response spectrum in every codes, the seismic base shear of structures with moderate or long period is only the level of R = 5.5 in the United States and European Community codes, and is only the level of R = 4.0 in New Zealand code, in addition, in the range of all periods of RC frame structures, the seismic base shears of China are all less than that of Japan. Moreover, examples are presented to demonstrate the validity of the comparison result.(3) On the basis of summarizing the R-μ-T relation and overstrength effect in seismic design of RC structures, the different methods of "capacity design" measures in Chinese code and several influential foreign codes are compared, then problems existing in the seismic design of Chinese RC frame structures is put forward. According to the comparison results of seismic fortification measures of RC frame structures in the four codes under the same earthquake action level, the weak tache in seismic design of Chinese RC frame structures is found, moreover, two kinds of feasible ameliorate project are presented.
