The crossroad is the basic point of the urban roads, it may be the neck of the traffic flow operation. In China, there exist extensively a large number of crossroads controlled by its own unit in all cities. Therefore, how to deal with the management of them largely depends on the exact evaluation of their working condition and the service level.This article elaborated domestic and foreign about road intersection service level, traveling capability, running status simulation, research present situation and so on Monte Carlo method application, has analyzed the signal road intersection service level assessment method, screens delays, the degree of saturation, two times of stopping rate, lines up the length and so on to take the sub-item appraisal target. Used the analytic hierarchy process to establish the signal road intersection service level quality synthetic evaluation function;Through has carried on the on-the-spot investigation to Harbin and the level road - people way out signal road intersection, induces probability distribution rule which leaves delays, has realized 1,000 and 10,000 Monte Carlo using the Matlab programming simulates, calculates the road intersection sub-item appraisal target and the quality synthetic evaluation target, and has carried on the simulation precision examination, has formed the road intersection service level quality synthetic evaluation method which simulates based on Monte Carlo. The result indicated that, the Monte Carlo method can simulate the effective simulation road intersection randomness movement parameter;Carries on the road intersection service level quality synthetic evaluation take Monte Carlo as the foundation is feasible;The quality synthetic evaluation can reasonably describe the road intersection actual service level, reduces the single item appraisal one-sidedness.
