The CAIV(Cost as An Independent Variable)method is a method that the United States army is using at present carrying on optimization and the control to the life cycle cost of weapon equipment. It requests the users, the acquisition, the test, the logistics, the project managers and the project manages office to cooperate respectively, in managing the process from the very beginning to the synthesis on optimization of the equipment model performance, the expense and the effectiveness analysis in satisfying the future operations requirements under the premise to reduce the life cycle cost as far as possible, or enhance the equipment as far as possible in the life cycle budget scope the potency. The key point of the implementation of CAIV method is the project performance design and the develop process, for the expense control of these two stages will determine the major part of the weapon model life cycle cost, therefore this paper mainly study the implement of CAIV in the development project to the management and the optimized method of weapon equipment.Through the research on foreign advanced method, the management and the quota technology of the introduce and implements of CAIV to our army has been detailed research, and the certain improvement was proposed. The main work of this paper includes:First, this paper has studied the research of equipment design process management based on CAIV of our army. The CAIV equipment design process management different the traditional expense management existence, the paper studied the effective CAIV equipment design process management conformed to our army characteristic, and the research formulated the management organization constitution and the responsibility assignment plan in implementing CAIV of our army, caused the related personnel participating in the design, the manufacture as well as the use can positively participate in the equipment the design and the improvement.Second, this paper has studied the key technology in CAIV method, which is the synthesis optimized method of expense, performance, effectiveness, including the modeling, the establishment measures spatial, the determination optimization goal and the computation carried on the optimization. In the modeling, the paper has replaced the original single-factor model with multi-factors expenses model; In the solution, the paper has used the SPSA and 2SPSA algorithm, and proposed one kind "punish function method with absolute value" to transform optimization problems.Third, this paper has studied the optimize method to estimating the cost of equipment support cost when the development project finished. The paper mainly used the AOPN model to simulate the cost of equipment support cost, and has obtained good effects.Finally, through an instance of the CAIV modeling an optimization for an actual system, the paper explained the way modeling to a complex armament system, and using the synthesis optimization algorithm and some other algorithms the paper proposed on the optimization of the CAIV model, and carried on the comparison to the optimized result.Through the modeling and computation, the paper confirms that the 2SPSA algorithm has...
