Along with economic development of the coastal areas and acceleration of the industrialized city's process, a mass of industrial wastewater and sanitary waste is discharged into the coastal seas. It has become unignored environmental problems that the environmental quality declines obviously and the ecological environment deteriorates increasingly. The surface-cooled mode is used in the power plant or the nuclear power plant of the coastal areas, which are main units that discharge the waste and hot water of the industry. It has to be considered in the construction phase of power plant how layout appropriately the project of the intake and discharge water to intake low-temperature water, dissipate fully waste heat into the environment water area and prevent heat pollution. It is base that forecast reasonable the temperature rise distribution of the environment water area.
