With the high speed development of global economic and the continues increase of the population, ecological environment has being a focal point. Furthermore, with the enhancement of environment consciousness and the improvement of life quality, whole-community will be stricter to the demand of environment protection and be harder to the expectation of the improvement of environment quality. At the same time, with further extend of the open range and the liter of environment standard after WTO, people presents higer requirement to environment protection. Therefore, the previous researches cannot meet the new demands.
