With the fast development of our country economic, the highway transport plays a more and more important role. Yet highway transport pivot is a very important part of highway transport system. So for the consummating of highway transport system and city development it will raise the extremely important push function. This study researches from some aspects of the foundation theories, the need forecasting, station location and scheme estimating. Because the travelers' and goods' arrivals of the station need to ask for help the city road to complete, therefore applies four stage method, one of traditional method in theories of city planning, in distribution the road transportation capacity, so as to get standby scheme of stations location; At stations location stage we adopts the associative measure of quantitative analysis and qualitative analysis to ascertain the layout project of the transport station. On this foundation, builds up the evaluation index system of hinge layout, via Analytic Hierarchy Process (AHP) to evaluate every evaluation index, makes sure the optimal layout project of road transport pivot. At last, combining the example of the highway main pivot programming of He Ze City, makes use of the evaluation models, and makes sure the optimal layout project of the highway main pivot of the He Ze City. And then achieves the purpose that the theories research and actual circumstances combine together. According to passenger transportation and freight delivery, the paper puts forward model of covering when choosing the addresses of passenger station, and adopts centre-of-gravity method and Mixed-integer Programming when choosing the addresses freight station. Because of the model oneself and actual complexity of problem, we need to ask for help the computer to solve it. This paper turns to the software LINGO to solve the procedure.
