The electric energy is the main energy of national economy and people's lives. Using scientific methods to manage electric energy is an effective means to relieve the sharp electric imbalance between supply and demand of our country. For cooperate with national"sharpen peak fill out valley"policy, the task is to design a high precision multi-rate watter-hour meter based on DSP.In this paper, a high precision multi-rate watter-hour meter based on DSP is researched. It is mainly used for measuring electricity of power consumption heavy factory or enterprises. It is not only for metering,rate management,serial port communication,parameter measurement,but also have some good characteristics such as high precision,low consumption,simple structure,strong antijamming capability.And this text focuses on discussing the design and development of hardware and software. In aspect of hardware, questions ranging from how to choose apparatus components to how to design the function modules and interface circuits are disicussed. 0.1 grade voltage and current transformer, 16 bit A/D converter and 16 bit fixed point DSP are used for design.Besides,the characters and functions of the chips are also analyzed and depicted. The CPU is TMS320VC5409, the hardware is designed according to the function modules, these modules are power supply module,signal opsonic module,data processing module,time clock module,UART module and pulse output module. The power module can supply the power of system. The signal opsonic module will change the voltage signal into the appropriate signals through filter into data processing module. The data processing module analyzes, calculate and deal with the data gathered. The time clock module provides the clock for multi-rate. In aspect of software, the development and debug of compile program of DSP are mainly discussed. In this system, the task of programe is to do futher processing of data,achieving the presicion and designing of hardware and realize the management of instrument. The program is also designed according to the function module. So the software can perform signals collection, data conversion and processing, algorithms achieve, data analysis, pulse output management tasks. In this paper, quasisynchronous sampling is proposed. It can reduce the the synchronous error to the influence of measuring the precision of electric parameter. The quasisynchronous sampling can effectively improve the measurement accuracy but the measurement method is simple. The anisochronous algorithm is realized through software programming of DSP. An upper application is developed under the environment of Visual Basic This data management system possesses many functions such as data management,communication parameter and so on.
