In the recent 10 years, China's freeway has been developed quickly. In some affluence provinces, the network of freeway and expressway has come into being. However, with the development of China's economy, freeway has also brought much negative effect, that is, traffic accidents, traffic jams, environment pollution and zoology breakage and so on, which will bring influence losses of life and belongings, and economic stabilization of society as well.This dissertation mainly study freeway network information system and urgent rescue in freeway accidents and use the content of traffic flow theory, operational research, traffic safety research and traffic engineering research. With the base of traffic engineering research, use arrangement analysis method, optimization control method, etc, and incorporate characteristic of information system and urgent rescue system, this dissertation analyze the information promulgate strategies in a accident and present urgent rescue procedure and project. The outcome of accident can be controlled effectively and loss is minimized.This dissertation is divided into four parts. Firstly, it refers and analyzes relative freeway information system and urgent rescue system both in home and abroad, and puts forward the research content and approaches of this thesis. Secondly it designs information system of province's freeway network, which include puts forward freeway information system's framework, compose, information promulgate strategies and software design, etc., these researches can provide the indispensable base in order to study urgent rescue strategies. Thirdly it studies information promulgate strategies of province freeway network after a traffic accident has happened, it lodge two different kinds of inducement strategies, that is face to colony information promulgate and face to individual information promulgate, them can be use as inducement strategies in the near and long future. Fourthly it studies urgent rescue strategies of province freeway network after a traffic accident has happened. It can be divided two parts which are rescue strategies under fatal traffic accident and rescue strategies under atrocious weather. All the two parts include rescue flow and rescue counter plan.The future study felds are put forward in the last part of the paper, it includes the study of facing to individual information promulgate strategies and urgent rescue strategies that take into account mentation, etc.
