With the development of reforms in our country, Power market must be put into practice in electrical industry. Bidding algorithm and congestion management are the very important aspect in the development of power market. This paper is presented to study how to purchase electricity from power plants with minimizing cost on the premise of satisfying security constraints, electric energy quality and users'requirements.A clearing algorithm of power market considering eliminating the congestion is proposed in this paper. The algorithm is based on blocking bidding model. At first, without considering the congestion, each generation bids for basic load block, intermediate load block and peak load block in order. Then congestion management is carried out at the time of maximum load in order to minimize the cost of adjustment. The active power of each unit is adjusted by the sensitivity of generations'output to the overload line, and the whole bidding is adjusted by the result of congestion management considering units'constraints. At last the output of each unit is determined by optimizing the dividing point between intermediate load block and peak load block. This algorithm not only satisfies product continuity, distinguishes power quality, shows justice of the market, but also eliminates the congestion. The results have much realistic value.The result of calculation on the system of IEEE30 shows that the algorithm is available.
