Study On Water Resource Management Institution Of Wei He River Basin In Shaanxi Province

Water is the important natural resources that the mankind depended on for existence and development, and also one of the most important restriction factors for natural ecological environment. Influenced by the uneven distribution and unreasonable management system, problems of imbalance between supply and demand of water resources and water pollution in our country are becoming more severe. On the basis of domestic and foreign experience, regarding Weihe River Basin of Shaanxi Province as the main research object, the transformation of water resources management system and its main problems at present in this basin has been studied, and some reformation suggestions for the sustainable utilization of water resources have been proposed. The main contents and achievements of this paper are as follows.(1) The research progress has been summarized from the aspects of main implication, management system and allocation mechanism in water resources management field, the main achievements until now and main research trends in the future in theoretical research have been pointed out.(2) The theoretical foundation of water resources management has been explained. On summarizing up the domestic and foreign water resources management experience in typical basin, the developing direction of unified basin management and a water rights and water market based allocation mechanism in our country have been brought forward.(3) Combining with the current water resources management system of Weihe River Basin in Shaanxi Province, the main disadvantages in basin management from the aspects of management system, allocation mechanism and legal guarantee, at the same time, that the non-complete management system is the main origin of water shortage has been pointed out.(4) The necessity and inevitability of unified basin management for realizing optimal and impartial allocation of water resources have been expounded, further more, the unified management system has been analyzed by economic methods. Aimed at the details of waterresources management of Weihe River Basin of Shaanxi Province, some feasible institutions have been proposed.(5) The necessity of implementing property rights management of water resources has been disserted and the practicability of setting up water rights management system has been analyzed. After the guidelines and basic principle of water rights allocation are established, the preliminary means of water right assignment and guarantee measures in Weihe River Basin of Shaaxi Province have been proposed.(6) The implication, characteristic and function of water market have been exposed, and the feasibility of market management of water resources in Weihe River Basin of Shaanxi Province has been disserted. The principle and range of water rights trade in basin have been proposed, and the necessity of government's macro adjustments and controls in market management of water resources has been emphasized.
