Water resource planning plays an important role on the development of a district which is a popular and challenged study direction. This paper choses Weihe River basin in Gansu as the target to study the prediction method and water resource planning problems. To finish the study, 18 relative factors are chosen as the input of BP network model for predicted water demand for the region in 2020 and 2030 year.And the water resources in the region are planned by the method of multi objective solution.The first,focuses on the background of water resource planning to show the importance of this study and also gives a clear view of the current study solutions on this problem at home and abroad.Gives a detail introduction to the Weihe River basin in Gansu from locations, Meteorological characteristics, Hydrological characteristics to local economic development situation and so on. The main issues in this district are also shown as the basic for the following study.The next shows how to make a water demand prediction with a BP neural network model. 18 factors are chosen as the input for BP network model and total water demand prediction as well as 5 detailed water demand predictions is made to give a trustable prediction result. According to the result, about 1.532 and 1.803 billion m~3 water are need in2020 and 2030 year.Through the principle and method in water resource planning,target function are built and constrain conditions are given to solve the problem. Fgoalttain toolbox in Matlab is used to solve the multi-objection problems. To get a representative result, we set five typical initial values to get five optimal allocation schemes.At the end of this paper, the results of the research are summarized, and the future research direction is discussed.
