In large hydroelectric project, such as Xi Luodu hydroelectric project, resource allocation is related to the whole period firmly, while it is also related to the transport on the site. Then, how to keep the transport in order, so as to diminish and even avoid the resource late on the right place is a problem considered solved immediately. Today artificial intelligence has been involved in city traffic, while hydroelectric traffic is adjusted depend on human observation, traffic lamp or banner. Compared with city traffic, the individual geography environment of the hydroelectric project determines complex traffic system, inconstant traffic environment and frequently happened traffic precipitate condition. Controlling the traffic only by human is impossible to form a best strategy, for it's not only need large number of persons, but one person on one place is difficult to know the whole traffic. So it is necessary to control the whole traffic by traffic supervision, converting information by correspondence, simulating the whole system, controlling the whole system, predicting and controlling the conflict, so that the manager can adjust and supervise the site traffic timely and effectively.The paper has mainly studied as follows:First, depend on the features of hydroelectric traffic, the paper's built a multi-agent system, analyzing the features and functions of every agent and relationship between them, then built model and inner organization of every agent, including building intelligent decision support system and predicting model.Then the paper's promote a system frame, which depends on GIS, based on multi-agent system, involving traffic flow and vision supervision into one system.At last, the paper's promote a traffic system of hydroelectric based on multi-agent, realizing the decision model by multi-layer fuzzy decision.At the time when the Xi Luodu hydroelectric project has started officially, the problem studied here has certain theoretical and actuality senses.
