Nowadays, distributed, transactional enterprise applications are advocated by more and more programmers. They will bring about balanced speed, security and server reliability. In the world of electric commerce and information technology with rapid requirement change, low price, high speed, little resource are required in enterprise program design. To cut short development cost and trail enterprise application, J2EE provides a design method for developing, integrating, deploying programs based on components. J2EE platform uses a multitiered distributed application model for enterprise applications, making the components reusable in other applications. J2EE platform also integrated with data exchange technique based on XML, which is a uniform safe mode and flexible transaction management.The implement techniques of J2EE framework are included in its specifications. The most important one of them is EJB, which once was the absolutely necessarily part of an enterprise application. However, along with the rise of open source projects, we have more excellent tools to implement a J2EE framework, such as Struts, Spring and etc. Compared with EJB, these open source tools are simpler, easier and more flexible. So, we will be faced with the selection between EJB and those open source tools in enterprise application development.Ningbo is a famous port in the world. It has a daily average of 60 ships to pilot. All the jobs including the assignment of pilot, vehicle driver, pilot boat task, the pilot charge, the assess of pilots, vehicle drivers, pilot boats are completed manually at present. To make the pilot management more efficient and save human and material resource, Ningbo pilot station decides to develop an enterprise application based on J2EE framework. The application should be suitable for pilot management. To design and implement a J2EE framework, and it's reusability in application are the main topics in this paper.
