Due to the construction of Huanengyuhuan power plant, Zhejiang Yueching power plant unloadingcoal wharf and enteringthe port route project ,it will tie up Yueqing the 4# berth-carry anchoring zone and 5# anchoring zone partial waters,so it needs to carry on the new plan to the existing route and the anchoring zone .This paper establishes in this foundation, and planns the new route and the anchoring zone on researching the Dmaiyu waters.1,Route aspect: Through the analysis on the route design method, the route route selection, the odd and even route indeed graded designing the new route.2,Anchoring zone aspect: Through the analysis on the anchoring zone classification, the selected location, the scale marjeting out the new route,and making research on anchoring zone capacity, the anchoring zone use factor in the new anchoring zone;And to the ships under , the different meteorological condition, differently anchored the anchoring zone area size which the way and was different ship-shape takes separately to carry on the analysis.Through the Damaiyu waters in the harbor present situation and in 2010, 2020 harbor plan, using the M/M/S model to the anchor position of coming vessel carry on the computation, and carrying on the comparative analysis after the plan anchoring zone capacity. To the plan anchoring zone proposed the district anchors, in order to fully use the anchor position.Under the bad meteorological condition, proposes the new view. on the anchoring zone and the peripheral waters use a new analysis has been carrided on to the anchored ships, the anchor position quantity, anchored ship-shape in order to full use anchoring zone, guarantees anchors the security.The two math model in this paper because the first is quite complex,and has so many needs condition and consideration situation so it is very difficult to combine, therefore it has not merged the two models studies together, this is a flaw If we can merge them into one model the computation will become quite simpe. This paper puts forward a new confirmation method to the anchoring zone plan. According to the port plan, calculating the needs ship-scale ships quantity of coming port And the planned anchoring zone according to the different water depth, bottom-quality,different meteorological condition caculating the berth amount for ship anchoring.then carries on the comparative analysis through two computed results, to plan the anchoring zone and carry on the analyse.
