With the adjustment of the industry structure and the difference between the peak and the vale in the power-using load has become greater.So doing research on the optimal load dispatch and unit commitment of thermal power plants to minimize the fuel consumption has practical significance. This paper, focusing on the practical moving condition of the thermal power plants, studied in detail that how to determine the fuel consumption curve of unit and at the same time did the curve fitting according to the units data collected from Tianjin Dagang Power Plant; studied the each fuel loss in the process of starting-stopping the units and their calculation methods, and set up the start-stop loss economical calculating model; and put forward that fuel consumption and life expenditure while starting and stopping the units should be considered when using peak-load regulation; built the mathematical model of plant's optimal load dispatch and unit commitment, and took several restrictions under consideration in the light of safe and economical units operation; put forward Genetic Algorithm to solve the problems of optimal load dispatch and unit commitment, as well as improved it for the needs of my research; worked out the GA program and proved GA's accuracy and superiority through the calculation examples, and showed that GA had great practical and research meaning.
