The rapid development of global containerization and national economy has brought great challenges as well as the opportunities to the development of Chinese container terminals. In order to keep a competitive position, Chinese port owners need to develop not only the hard wares of their terminals but also the soft wares. The paper puts the emphasis on how to plan the port facilities precisely and operate the port effectively.Firstly, the paper analyzes the logistic activities of the container terminal systematically, and briefly describes its facilities, layout and activities. Then a queuing network model of the system is established, using the Rockwell Arena for discrete-event simulation. After that, the paper validates and verifies the model with practical data, and good validation and verification results are approached. On the basisi of the constituted model, a Decision Support System is then developed via MS ACCESS, VBA and C#.The applied research of the DSS system is on the planning and utilization of the quay line resources at Dalian Port Container Terminal. After statistical analysis of the inter arrival time distribution of vessels, distribution of vessel length, and distribution of loading-unloading volume of vessels, the paper designs three usage modes of the quay line resources. According to the comparison analysis of the simulation results, the paper comes to conclusions.The fifth chapter of the paper studies the Berth Allocation Problem of the container terminals, and then a 0-1 integer linear programming model is presented. After solving process of the model with Lingo, the paper then concludes that the integer programming model can help the operators of container terminals to allocate the quay line spaces effectively.
