With the demand of social and economic development, the inland river containertransportation becomes irreplaceable. Because of inadequate planning guidance andineffective management, so that the inland port happened to two phenomenon,building too many but using too less or waiting too long in port. As two importantsegments in the operation system of inland river port, the optimal allocation of Berth’sand anchorage’s relationship determines the allocation efficiency and the developmentof the port. Therefore, how to maximum meet the demand of berthing and eliminatethe bottleneck of port throughput, how to efficient allocate limited resources andimprove the competitive advantage of port, how to maximize the use of limitedresources, these are all the important topics of academic research and important partswhat should not be overlooked in the social and economic life.Berthing service of inland container port has two kinds of situation. One is nonrestricted channel, when ships arrive to the port, if all the berths in busy, so they mustgo into the anchorage waiting for the berth. Another is restricted channel, before shipsgo into the channel, they must judge the waterway, if the channel meets conditionsships can go into it or need to wait. After the ships navigating, they can judge theberth condition to decide to whether go into the anchorage. Based on the above facts,this thesis from the actual operation of the nature formed queue in inland containerport, selecting berth, anchorage and channel as the research object, which are the mainfactors influencing the inland container benefit, focus on the analysis from the shiparrive the channel to the berth service, considering the limited anchorage and channelresources, build the M/M/c/N queuing model and M/M/1/N-M/M/c/K tandemqueuing model, establish the minimum total cost and maximum reliability benefit asthe objective function of the optimization model, and propose constraint conditions ofobjective function. The multi-objective mathematical model belongs to non-linearinteger optimization, so the paper designs a optimization algorithm to solve twointeger variables problem, meanwhile using Matlab2012a to numerical simulation,obtain the optimal number of berths and anchorage under different parameters, reachto the trend of the system performance index, investigate the parameters’ sensitivitiesand thus reveals some management implications of port planning and design.Compared to the previous study on berth and anchorage separately, this paper consider the fact inland river container port, link to berth and anchorage together cangrasp the port planning and design direction more accurately. It has a practical guidingsignificance for container port.
