Application of the theory of water saving and water resources optimal allocation, the present exploitation and development situation of water resources in Xin-tai city was discussed and estimated. Based on the principle of improving water management and water saving policy system, exploiting the water resource from rain and flood, according to 2010 as the immediate level years and 2030 as the forward level years, the relation of water supply and water demand was analyzed. The result indicates that in the both level years, at the assurance factor of 50%, water resources was over supplied, and at the others, there are short supply at the different degrees.Based on the analysis of water resource in existence and wastewater reuse etc, the ability of water supply of Dong-zhou reservoir and the reliability of wastewater reuse in Xin-wen sewage management factory were researched emphatically. By use of the status quo inflow series and water consumption series, long series time-history tabulation of water quantity loss in computing was adopted to calculate multi-year benefit regulation. At the assurance factor of 97% of water supply, Dong-zhou reservoir can ensure to provide 30 thousand cubic water resources for power station everyday and 5718 thousand cubic annual water consumption. Wastewater reuse in Xinwen sewage management factory can supply 12 thousand cubic for power station everyday and 4380 thousand cubic annual water consumption. Two part water quantity can suffice 42 thousand cubic for the power station everyday and 10 million cubic annual water consumption.At the view of the water resources management, the influencing of power station water in-taking and water recession to surface water functional region was analyzed, and water resource protection countermeasure and compensate measure were provided.
